Borno Says Repentant Terrorists Must Take Quran Oath Before Returning to Society

Borno State officials explained the reintegration steps for repentant terrorists on February 15, 2024. They stated that over 160,000 former Boko Haram insurgents took an oath on the Holy Quran. The process ensured the individuals pledged never to return to violence.

Zuwaira Gambo, the Borno State Commissioner for Women Affairs and Social Development, addressed public concerns. She said the repentant terrorists swore not to resume killings or return to the bush. Gambo added that authorities subjected each person to a proper oath-taking ceremony with the Holy Quran.

Officials conducted the oath in the presence of traditional leaders, religious figures, and government representatives. Gambo noted that breaking the oath carried serious religious consequences. She stressed that no repentant Boko Haram member would dare renege because they understood the weight of swearing on the Quran.

The commissioner dismissed claims that repentant insurgents caused the resurgence of terror attacks in the North-East. She described such speculations as completely untrue. Gambo explained that the oath formed a core part of the reintegration process under the state government program.

Borno State authorities reported that they handled large numbers of repentant fighters over time. The figure reached 160,000 individuals who completed deradicalization and swore the oath. Officials said the process supported peaceful return to communities after rehabilitation.

Governor Babagana Zulum led efforts to manage surrenders and reintegration in the state. The program formed part of broader initiatives to end insurgency and rebuild affected areas in Borno.

Gambo assured residents that the repentant terrorists would not resume violence. She based the assurance on the binding nature of the Quran oath and the structured oversight during ceremonies. The state government continued to monitor the reintegration program closely.
