Hamas announced the dissolution of the body that governed the Gaza Strip on Monday. The move cleared the path for a technocratic committee to take over civilian administration.
Hamas spokesperson Hazem Kassem confirmed the decision. He stated that the group dissolved the Committee for Monitoring Government Work, which had operated as the de facto government since Hamas took control in 2007. Kassem called for the swift establishment of the new body.
The dissolution aligns with Phase Two of the U.S.-brokered Gaza peace plan from October 2025. Officials designed the plan to facilitate a shift from Hamas rule.
It includes the formation of the National Committee for the Administration of Gaza, known as NCAG. This committee consists of independent Palestinian technocrats.
Another Hamas official, Ismail al-Thawabta, announced the resignation of the head of the Government Emergency Committee. Al-Thawabta said the committee would serve as a caretaker until the technocratic panel assumes full authority over government ministries.
Hamas leaders made the announcement amid ongoing implementation of the ceasefire deal. The plan, endorsed by United Nations Security Council Resolution 2803, envisions a transitional administration. It also calls for Hamas disarmament and Israeli withdrawal from parts of the territory.
Sources close to Hamas told reporters that the group prepared for this step for months. The militant organization retained military capabilities while handing over civilian governance functions. Israeli officials described the move as insufficient without full security handover.
The new technocratic committee will operate under oversight from an international Board of Peace. Palestinian factions continued meetings in Cairo to finalize details of the transition. The committee aims to manage reconstruction and aid distribution in the war-affected enclave.
Hamas officials emphasized that the dissolution marked a step toward broader Palestinian unity. They did not provide an exact timeline for the full handover. Observers noted that the process remained fluid as parties negotiated the committee’s composition and powers.
